Who Can Do Pooja?
In many traditional Gṛhastha-dharma rituals, husband and wife participating together as Dampatī (दम्पती) is customary and auspicious.
But Rudrābhiṣekam (रुद्राभिषेकम्) is worship of Bhagavān Śiva through Abhiṣeka, accompanied by prayers/mantras such as Śrī Rudram.
It is not inherently a Dampatī-only ritual.

Even when one member of the family is unable to participate, the family's Saṅkalpa remains complete and the Rudrābhiṣekam may be performed by the participating family members under the guidance of the Vedic priests.
It is the family's Saṅkalpa (संकल्प) and Bhakti (भक्ति) offered to Mahādeva that remain at the heart of the worship.
